SCC is serving as the Planning Vendor for the Town of Newbury, Massachusetts's Municipal Vulnerability Preparedness (MVP) 2.0 process, a two-year climate resilience initiative under the Commonwealth's Executive Office of Energy and Environmental Affairs. Building on Newbury's original 2017–2018 MVP planning work, MVP 2.0 shifts the focus from infrastructure and hazard mapping toward social resilience and looking at who in Newbury is most vulnerable to climate impacts like coastal erosion, flooding, and storm surge.
As the Planning Vendor for Newbury’s MVP 2.0 process, our role is to assemble and facilitate a collaborative government process with municipal staff and Community Liaisons with strong ties to the town's Environmental Justice communities. Our team will support community engagement and a social-vulnerability assessment that updates Newbury's existing resilience priorities, including Plum Island erosion, coastal and inland flooding, and aging infrastructure, in light of new insights from the MVP 2.0 process from people in Newbury who are most affected. Our team will lead the town design of a Seed Project. Throughout, our firm manages the project end to end: coordinating the Core Team and Community Liaisons, facilitating meetings and outreach, and producing every required deliverable, so Newbury's team can focus on the substance of the work rather than the process of running it.
